The EQ cut button switches the eq on and off
With the it switched on the eq is in the signal path, with it off it
bypasses the eq section.
This will affect the complete eq section, not just bass, mid etc...

24dB of cut will not completely attenuate the desired frequency, it will
reduce it by, ...erm, ... 24dB.

You'd be better off going for an Allen and Heath Xone 6:2, Vestax gear is
rather overpriced and pretty poor quality.
